About Sylva

Mr. Sylva Okolieaboh served as the Acting Accountant-General of the Federation from June 20, 2022, to May 25, 2023. He is the pioneer Director, Treasury Single Account (TSA) at the Office of the Accountant-General of the Federation, Nigeria. As an international expert in Public Financial Management (PFM), he has authored numerous articles on various PFM topics for both local and international journals.

Mr. Okolieaboh, a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) and Fellow of the Chartered Institute of Taxation of Nigeria, holds Bachelor of Science and Master of Science degrees in Accountancy and Public Financial Management from (the old) Imo State University and University of London, respectively. He has attended numerous executive courses in diverse subjects at prestigious institutions such as the University of Oxford, Harvard Kennedy School, London School of Economics, IMF Institute Washington DC, and ILI-South African Centre for Excellence.

As a foundation core member of the Federal Government of Nigeria’s PFM reform team, Mr. Okolieaboh was the pioneer PFM Team Leader for the Government Integrated Financial Management Information System (GIFMIS) and the author of the GIFMIS Chart of Account, which later became the National Chart of Accounts.

The TSA under his leadership is celebrated worldwide as one of the most successful Public Financial Management reforms in Africa and has garnered attention from other African countries.

Throughout his career, Mr. Okolieaboh served on numerous boards of government business enterprises, including the Royal Eswatini Sugar Company and Ministry of Finance Incorporated (MOFI).

In 2011, Mr. Okolieaboh received the Microsoft Community Contributor (MCC) Award for his significant contributions to the global programming community.

An intellectual enthusiast and an amateur golfer, Sylva Okolieaboh maintains a diverse range of interests.
